He was unable to talk to the press about his visit and did so on Wednesday afternoon. He reported from a prepared statement that himself and Mrs. Angela Greenaway, head of the Development Unit along with His Excellency the Governor, Frank Savage met with ministers and senior officials of the Foreign and Commonwealth office to impress upon them the continuing needs of the people of Montserrat in the volcanic crisis, referred to by him, "as no longer a short term event but what is more likely to be a long term crisis." He confirmed having met with The Rt. Hon. Baroness Chalker, Sir Nicholas Bonsor and Mr. Tony Faint with whom he discussed a range of infra structural and development projects. We pointed out that there are some 4,000 displaced persons, many of whom are still in shelters including approximately 700 in churches," he said. The C M said that they also pointed out that "unemployment is high and there is urgent need for job creation projects." He continued that, " Industrial development, agriculture and fisheries, health and education, road re-construction and repairs were among the areas we touched on." As to their reaction to his requests he said they were quite understanding and gave the assurance of major support. "They fully understood the requirement for much more land and housing and rather than put an additional figure to what has already been given for such purposes, they have given us permission to draw from the 25 million pounds grant which were assigned to projects not yet ready for implementation." Mr. Osborne said further: "we were told to submit projects which would be dealt with quickly." It was earlier felt that the 25 million pounds grant was to be used directly for volcano related projects, but the C M reported that it includes budgetary or grant-in aid funds. The situation of course is that Montserrat has no money which means that Britain probably foots practically of government's bills. The food voucher funds also come from that total. It was realized that the money promised so far by Britain is not going to stretch as far as any imagination can go. The jetty, the hospital, the schools, the housing, road reconstruction, food vouchers, civil service salaries, land purchase, the Montserrat Volcano Observatory, all have to be addressed through the 25 million pounds. It was no doubt for this reason that the Chief Minister sought to obtain what he called "a Special Volcano Allocation" to deal with the special aspects of Montserrat's problem."But as to his success with his idea, considering Mr. Faint's reflections earlier that this year that they (the British Government) have given to Montserrat more than any place else other than Russia, the C M replied, "They already feel that special allocations have already been made; what they've done for Montserrat so far is very special in relation to the number of people on island. But I have the feeling that they will be very liberal in giving us what we need." Replying to the many questions about the speed with which projects are being implemented, he reported that the ODA would soon assign to the new Aid Office in Montserrat someone with the specific task of reviewing our projects. "He will have delegated authority to approve projects of significant sizes and this should speed up the process of bringing projects on stream much quicker than it has taken in recent times," he said. Government officials have confirmed that this will bring some improvement to the process which up to now has been difficult and slow, since many projects waited for input from British advisors (off island) and after being submitted, move through the various approval levels after proper justification. In addition any project over two million pounds had to be sent to Britain. Without the specific knowledge of what the Chief Minister sought in Britain it would seem that he did not achieve much other than the promise that, "they will look at projects as needs arise." The C M reported that whilst with Sir Nicholas Bonsor he raised the matter of the letter from the Secretary of State. He told Sir Nicholas that Montserratians, "were very surprised to have been told this (contents of the letter) at such a difficult time and are wondering why the same letter had to be written to all dependent territories if it is that problems may exist in only one or two of them." He reported that the Minister said he realized that there would be objections to the letter, but that it was considered necessary to issue it. Mr. Osborne reacted sharply to the Reporter's question where he reportedly said that he understood why the letter was sent to the dependent territories. He questioned the Reporter's sources but eventually replied, "I do not recall saying that to anyone." The Chief Minister's team went to Brussels to address the serious problem now facing our Rice Mills. Although Mr. Osborne is optimistic that there was some sympathy to our case, not much will be known for a while and our usually reliable source provided this information which sums up our problems. "On Thursday Montserrat's devoted British governor, Frank Savage, was in Brussels, pleading for relaxation of a ban imposed for reasons not of Montserrat's own making. But, although he has full support from the British Government (even the Queen insists on seeing his telegrams), any attempt to get the quota restrictions reviewed are being blocked by the Dutch, whose attempts to bend the rules were the sole cause of the problem in the first place." ROYAL VISIT UPCOMING  PRIVATE SRC="duke.jpg" ALT="Duke of York" ALIGN="LEFT" MACROBUTTON HtmlResImg INCLUDEPICTURE "C:/WINDOWS/TEMP/wia4ac/duke.bmp" \* MERGEFORMAT His Royal Highness the duke of York, the second son and third child of the Queen and The Duke of Edinburg will visit Montserrat from February 11to the 13 to review conditions on the island in the ongoing volcanic crisis. The Duke of York was formally known as Prince Andrew up until the time of his marriage in 1986. A packed program of activities has been put in place for the Duke including visits to Schools, Shelters, the hospital, the Red Cross Home for the Aged, the Emergency Services Unit (ESU) as well as some of the ongoing British funded projects in the north of the island including the emergency jetty. In addition to the working visit there will be some social events and the Duke will also take the salute at a march pass of uniformed bodies at Salem Park on Wednesday afternoon to which the general public is invited. HRH The Duke of York earlier this year was appointed to Britain's Ministry of Defense and goes there with a full military background. In 1979 he joined the Royal Navy on a short service commission as a seaman officer specializing as a helicopter pilot. This was followed by a period on HMS Hermes (the Royal Navy's training ship) for professional training. This was followed by flying training and the Duke received his wings in April 1981. He served in the Falkland Island's operations on board HMS Invincible as a second pilot on Sea King Helicopters as part of 820 Squadron's anti submarine duties. In 1983, the Duke was appointed to 702 Naval Squadron to undertake a Lynx Helicopter conversion course and subsequently was appointed to HMS Brazen's Lynx flight where he served until 1986. In November of that year, the Duke was selected for transport to the General List which will give him a military career up until the age of 55. In early 1987 he was appointed as a helicopter welfare instructor and in the following year served in the destroyer HMS Edinburg until he became Flight Commander of the Lynx flight in HMS Campbeltown. In 1992 he was promoted to Lieutenant Commander and attended the Army Staff Course at the Staff College in Camberley, England. In 1993 the Duke assumed command of HMS Cottesmore and in 1995 was appointed Senior Pilot of 815 Naval Air Squadron at Portland, a position he held until his transfer to the Ministry of Defense. The Duke of York married Sarah Ferguson in 1986 and they had two children Princess Beatrice Elizabeth Mary and Princess Eugenie Victoria Helena. The marriage was dissolved in May of last year. Outside of his military career, the Duke is keenly interested in sports and is the patron of the Badminton Association of England and the Jubilee Sailing Trust. His other interests include working with the Fight for Sight Organization which funds research into blindness, the Contemporary Dance Trust, the Weston Spirit Youth Organization and the Photographer's Gallery. The Duke of York leaves here on February 13. EDITORIAL "Remove the Blinkers" In just about every feature address or speech given at any function here and even abroad, there is a call for cooperation and partnerships. Yet more often than not these calls are ignored passing as mere 'nice words' on many ears. Not so with the Caribbean airlines who eventually responded to such a call from the Caribbean Tourism Organization (CTO). The organization is reporting that six regional airlines met recently for the first time to create a working program which provides for cooperation between BWIA, ALM, Air Jamaica, Bahamas Air, Guyana Airways and Suriname Airways. The report says, "It is the conviction of the CTO Ministers that such actions are critical to creating strong Caribbean-owned and controlled carriers which would provide healthy competition, increase marketing power, improve the general level of services to and in the Caribbean and provide alternatives to the services of foreign carriers." This past week, on at least two addresses, one by Dr. Howard Fergus and at another by speakers at the annual general meeting of Family Life Services on Wednesday night, all calling on Montserratians and businesses to enter into cooperation and partnerships to achieve their goals. On January 18, 1991 in its Editorial the Montserrat Reporter which was under the direct responsibility of the present Chief Minister wrote: "Perhaps for the new year we should resolve to focus less on our differences and to unite around our strengths. "It might be possible to achieve more through united actions than through bickering and fighting and putting each other down. This year we should experiment with co-operation, consultation, setting common goals and constructive action." Back then 'the shoe was on the other foot', and it is not too early to suggest that there are those of us who remember promises and criticisms and who look forward to a change in the 'status quo' and the corrections of many of the past ills. We are facing times when cooperation and partnerships are most important to our continued existence. It is therefore imperative that the necessary information be disseminated; and discussions take place in order to best achieve our goals. When the attitude is 'We don't have to tell them anything or everything', it is all of us who suffer at the end, not just those wearing 'blinkers'. LOCAL NEWS BRIEFS Crisis Social Review The Montserrat Government is currently reviewing the social impact of the volcanic crisis after 18 months. A survey dubbed "social situation analysis and social policy review" is been carried out by a team of overseas professional consultants. The main objective of this survey is to find out how government and outside agencies can lessen the adverse social and psychological impact of the crisis. It will also help to contribute to an overall social and physical development plan for the island. The team of 4 consultants consists of an economist, a psychiatrist and 2 persons, each dealing with social policy and development and, human settlement. They will be assisted by local resource persons who will conduct the field work on the economical and psychological impact of the crisis on residents. The survey is expected to be conducted over a 3 week period Weeks off to Telecom Meeting The way forward for Telecommunications in Montserrat and the rest of the Caribbean is the main focus this week at a meeting of Ministers responsible for Communications, which takes place in Georgetown, Guyana. Montserrat is being represented by Minister of Communications and Works the Honorable Rupert Weekes. He is accompanied by Permanent Secretary Veronica Lee and the Government's Communications Adviser. During the meeting participants are expected to exchange views on telecommunications achievement in CTU member states. Discussions are also focusing on the overall policy and administration and the development of trade on the telecommunications market. In addition delegates will look at the national approach to competition in the telecommunications sector and meeting the telecommunication needs in the Caribbean Help for Stressed Males The Community Services Department is sponsoring a stress management workshop which will cater for the needs of the male gender. The aim is to help men who are experiencing added stress due to the ongoing volcanic crisis. The workshop is designed to show men practical stress management and relaxation techniques. Local resource persons will conduct four sessions from the end of this month until March. The Department is inviting interested men to register now since capacity space for the workshop is reportedly limited. Interested males should call 491-3895 to register. Meanwhile, the Department is continuing its program to assist needy mothers and infants. This comes as heartening news for mothers with very young children who are finding it difficult to make ends meet. Principal Community Officer Blondina Howes says despite reduced staff the department is catering to each according to need. She also says the department is checking with district nurses about the care given to older children especially those in the shelters. Cardi Professional Staff Association Scientist of the Caribbean Agricultural Research and Development Institute(CARDI) met last week in Port of Spain, Trinidad for their In House Technical Review Meeting; the first since 1991 provided the following release. After being without contracts for more than two years, and not having had a salary increase since 1986, CARDI scientist have now been offered an average pay increase of 2 1/2 percent. This has been unanimously rejected by the scientists who have also expressed total dissatisfaction with the way the restructuring process has been managed. Since 1994 many consultants were hired at great expense to initiate and manage the restructuring exercise. Mr Hayden Blades, Executive Director of the Institute has now indicated that there is no money left to adequately compensate staff for their training and experience. Staff are now totally demoralized by the way they have been treated by Senior Management and have asked for a restart of negotiations. In addition to staff placements and salaries, several key aspects of the restructuring process including projects and budgets, remain unresolved. Despite this, being mindful of the complexity of demands facing the agricultural sector in the region, staff have remained professional in their approach. They are actively involved in keeping their commitments to each country as far as possible given the scarce resources and current uncertainty. The Executive Director and Chairman of the Board of Directors have indicated that there is a deficit of EC$1.4million for this financial year and a total arrears of EC$7.9 million. This situation has arisen because of a shortfall in the flow of Government contributions to CARDI. If Caribbean agriculture is going to cope with the global demands of trade liberalization and the new world economic order in the 21st century, it must have the support of regional Governments. CARDI's cadre of scientists is therefore appealing to the Board of Governors, regional Heads of Government and the CARICOM secretariat to intervene in this matter to preserve the integrity of agricultural research and development in the Caribbean. Stop the Charges says David Brandt Several persons have complained to me, that they are living in the so called unsafe zone with the implied consent of the government and all the authorities, and when they come out of the so called unsafe zone in order to purchase goods material and food, that they are being reported by the police when they re-enter the zone, under a charge that carries a penalty of $2,000.00 or six months imprisonment. Several persons as well, have property in the so called unsafe zone and after floods or volcanic eruptions, or periodically, they want to go and visit their property and they are being reported by the police and brought before the court. I think that the time is right for the police and the authority to revisit their policy. I know that they have a difficult task but at the same time they have to take the present realities into consideration. I am calling on them now to do something about it. Drop the charges that they have against those persons who are going back home and also to make a new and reasonable policy to cover all the situations. But what is more important they should get a senior person who has been shown to have discretion to man the check point, rather than sending junior officers or officers who do not know how to exercise their discretion, at those check points. RICE MILLS TRUCKING It has been brought to my attention that the rice mill have contracted one contractor to do all the trucking of the rice in Montserrat. The government is a major share holder in this company which means that the money that the government took to buy the shares belong to the people of Montserrat. I understand that this trucking company is charging $13.15 per ton for the transportation of that rice, but at the same time they are paying other truckers $7.50 per ton. This means that those truckers have to buy their own tires and gas: the wear and tear on their trucks they have to pay for it. Yet that major trucker is getting about the same thing that they are getting. In other words he is getting his $13. 50 every time his truck runs, while when the other truckers run, they are only paid $7.50. This is grossly unfair and I am calling on the government to look into it and give the manager of the rice mill the authority to hire truckers directly, those whom he feels competent and fit. Prison Library Superintendent of Prison Daniel James has revealed plans for a prison library. The move is intended to improve the educational capabilities of inmates at Her Majesty's Prison. Mr. James says books for the library are already in the Caribbean. However, he says the books have not arrived on island because of lack of storage space. The waters did not recede before it had broken over the walls further upstream washing through concrete and removing some wooden houses built near the ghaut. The heavy rains had some blessings, washing off the huge build up of ash from many house roofs in Plymouth in particular where the hazard was reaching unmanageable proportions. The top Fort Ghaut bridge may be threatened if recent heavy rainfalls persist and Deputy Director of Public Works Paul Sergeant says although the bridge is fairly robust it may not be able to withstand a heavy thrust from rocks and water traveling down the ghaut. The Public works department is now seeking funds from the Emergency Aid Department (EMAD) to begin the task of clearing the ghaut, but in the meantime there are plans to use the D-8 bulldozer to clear the area as soon it is dried up. Seventh Day Adventist Delegation visit Montserrat Three senior officials of the Seventh day Adventist Church will visit Montserrat on Saturday 8th February for one day- visit. The delegation President of the Inter-American Division and Vice President of the General Conference, Israel Laito President of the Union Conference, Elder Peter J. Prime Secretary of the North Caribbean Conference, Pastor Silton Browne. The three-men will be paying a visit of solidarity and hope to encourage Adventists living on the islands through the volcanic crisis. The delegation has already visited Antigua and will also visit St. Maarten. No member from the Worldwide Governing Body of the Seventh-Day Adventist Church has ever visited the island before. SPORTS Rain Ruins Heineken League Opener Persistent rain last weekend forced the cancellation of the official opening of the 1997 Heineken Cricket League. The new executive headed by William Bramble was eager to get the program off the ground with the usual season opener in which the defending champions Police, was scheduled to play the Heineken League XI captained by Auriel Kirnon. The pitch and outfield at Salem Park were thoroughly soaked and not even full cover on the two pitches and the bowlers run ups could prevent the rain from forcing an early decision by the MCA to abandon the match. The move did not impact the league as the first and second rounds of matches are scheduled for Salem Park and Lansen Park, Saturday and Sunday. Benjamin Called Up by Leewards Conditions for the Leeward Islands in their most recent Red Stripe Cup match in Guyana were quite similar to Salem Park as their second round was abandoned without a ball being bowled. The players watched from the pavilion as four days of cricket left the outfield unfit for play and by lunch on the fourth day play was called off by the umpires. Meanwhile, in news from the LICA secretariat, the selectors have called up West Indies pacer, Kenny Benjamin, for the third round match against Trinidad and Tobago in Antigua this weekend. Benjamin replaces fellow Antiguan, Jenson Joseph, who has struggled with injuries since his banner year in 1995 and has not been the same since. The rest of the team is unchanged which means there is still no place for Angelo Bass and Lesroy Irish, the two most talked about bowlers in the recent training camp. Bass picked 12 wickets in the two matches (the most by any bowler) and though he out-bowled seasoned campaigners Warrington Phillip and Ronald Powell, must still wait on a selection which may be long way off for the 1997 season. Irish was the fastest bowler in the camp and is a prime candidate for higher honors once he gets on the first class stage. The current standings in the Red Stripe Cup is: Barbados 32 points, Jamaica 24, T&T 16, Leewards 8, Windwards 5, Guyana 4. The two teams fielding several new players looked well organized on offense. Both teams are mounting their first realistic challenge for a national title, employ different styles with Volcanics hitting from the outside and Renegades strong on the low post. The finals which was turning out to be the most competitive match of the evening was a rained out much to the disappointment of the large crowd. When league play opened Sunday the results were: Game 1: Renegades 79 (J. Lee 23 points R. Lee 19 points, 13 rebounds), Salem Guns 63 (D. Daley 26 points, 5 steals) Game 2: Ghetto Rockers 56, West Siders 51. Golf Club Supports Elderly Home Although the current volcanic situation has restricted many normal activities on the island the Board of Directors of Montserrat Golf Club with the support of the membership decided that there will be the 1997 Montserrat open Golf tournament on 28th Feb, 1st and 2nd March. Cancellation would have only created another negative when a positive spirit is much needed. In addition the decision was made to donate 50% of revenues from the annual tournament to the Montserrat Red Cross for the projected building of a Geriatic Centre at Brades. Solicitation for international and local sponsorship began back in November last year and the club announced that uncle Ben's Rice will be a major sponsor of this year's event. The Club's Secretary said that it was their expression of community support that prompted the selection of the "Golden Years" Project. Letters of invitation have been sent to the islands and clubs which have historically participated in this popular golf tournament. A good turnout is expected in spite of the volcano. FEATURES Let's Chat By Carol Osborne Several times during the past few weeks, I have heard winter visitors say that they are only staying a week on Montserrat this year, whereas they usually stay a month; or that they are not coming at all because they don't want to be a burden on our already disrupted economy. Space was mentioned as a constraint. The fact that people were relocated or in shelters may mean that rental housing was not available. It was erroneously said that the only operating hotel would have no vacancy due to occupancy by scientists and overseas advisors. Food shortages were also cited as a factor to deter visitors based on the premise that visitor consumption might deprive needy Montserratians. These misconceptions which highlight the kindness and genuine concern of many of our winter residents are truly unfortunate. After discussions with several of our real estate agents it was revealed that many villas are in fact vacant and available for rent. Wholesale and retail food outlets have risen to the demands made by the government in supplying food for the shelters as well as routinely supplying the public. Through their foresight and the diligence of the workers at the Port Authority there have been no noticeable food shortages. We are even getting ample supplies of fruits and vegetables both locally grown and imported from the neighboring islands. So don't think visiting Montserrat at this time is a burden on us. Come share the load and stay awhile and chat! Our History in Small Doses Our present population is estimated to be barely more than 7,000 due mainly to migration induced by persistent volcanic activities. It is a long time since the population was as low as this; it compares to the situation in 1837 when it was estimated at 7,119. The highest population on record was 15,198 in 1941. In other words more than twice the current figure. Well Woman's Year 1997 The Family Life Services Well Woman's Year 1997 Project, under the theme "sexual and reproductive health - a woman's right and responsibility has received the full support of the Government of Montserrat. The Project will seek to improve the sexual and reproductive health of women by empowering them with knowledge, skills and encouragement to approach this aspect of their health pro-actively. It will also seek to promote responsibilities attitudes, among adolescents, towards their sexuality. The Well Woman's Year Project comprises three main aspects :- Well Woman's Clinic - Doctor's clinics every Wednesday afternoon at 2.00pm, will include pap smears and follow up care, breast, pelvic and post natal examinations, family planning and screening for HIV/AIDS and other STDs including pre and post testing counseling. In addition the nurse will provide, daily from Monday to Friday, contraceptive services, teach the breast self examination technique, perform urine pregnancy testing, check weights and blood pressures, counsel on a wide range of sexual and reproductive health issues and make referrals as necessary. The Support Groups :- "Women helping Women" is a support group for women, to help them to better understand, accept and cope with difficult personal health and social situations, particularly relating to their sexual and reproductive health, through counseling and the support of each other. Some situations may include, cervical and breast cancer, breast lumps, breast feeding, menopause, infertility, STDs, pregnancy, obesity. Once established, this group will meet once monthly or more often if desired. "The Under Twenty Club" is a support group for adolescents to foster in them, a greater respect for themselves and others, to assist them in acquiring personal development skills and to promote responsible attitudes towards adolescent sexuality. Some of the programs planned for the Under Twenty Club, include a wide range of health and family life education, peer counseling training, community projects, rap sessions, skills training and fund raising initiatives. Meeting are held every Saturday. Information and Education This is a critical aspect of the Well Woman's Year as it supports all activities and programs within the project. FLS intends to provide information and education through radio discussions, promotional spots, distribution of health and family life educational material, community education discussions and counseling. Our Library Resource Centre, soon to be established, will provide a wide range of health and family life education books and videos and will be accessible to the public. Monlec Vs Factory Shells By: Man from Baker Hill Dear Governor Savage, U.F.S. The Secretary of State On behalf of the people of Montserrat, I am informing you sir, that if factory shells are allowed to be constructed on land which Monlec insists that it needs, we the people of Montserrat will scream bribery. And this time we will know that you did not do enough. Sir, every Montserratian knows that two of the most important things in their life are Electricity power and food. We also know that at this time Electricity is the more important of the two. Power outage in the night is like death. Reflect on the very short power break we have had during this crisis. We cannot move the power station from place to place; but factory shells can be moved to any place. Governor Savage, We have tolerated the worst cases of bribery in the recent elections; we have also assumed that bribery is common place in other situations, especially during the volcano crisis. Fortunately the consequences of those kinds of bribery could be overcome. But, unfortunately it would not be possible for the people of Montserrat to overcome the consequences of poor judgment, ignorance or plain stupidity when it comes to providing land space for Montserrat Electricity Services. Sir, in the mid-sixties when power came to the north of the Island, many Montserratians made personal sacrifices. For my part, I owned only one coconut tree which had to be cut down so that power lines could be distributed safely. Many others lost fruit trees too, while others allowed access to land. Today sir, every Montserratian can boast of excellent service from Montserrat Electricity Services even with an erupting volcano; while in almost every other Caribbean island power cuts are the order of the day. Sir, we cannot afford to turn back progress, because one or two workers under your control may want to participate in bribery again. Let us keep the light shining on Montserrat - Let us give Montserrat Electricity Services the chance it deserves. Yours respectfully, John Allen alias Man from Baker Hill THE VOLCANO THIS WEEK During the course of the last week, the activity at the Soufriere Hills Volcano in Montserrat has been dominated by episodes of volcanic - tectonic earthquakes and volcanic tremor occurring at regular intervals of 12 to 14 hours apart. The seismic signals yesterday (Thursday) were the most intense to date. These seismic episodes have led to pyroclastic flows causing ash clouds leading to ash falls in various parts of the island. The most severe of these during this week took place on Monday when prevailing winds blew large amounts of ash into the Corkhill, Delvins, Isles Bay Hill and Old Towne areas. Heavy rains during the last week have led to poor visibility of the volcanic dome and have caused flooding in some areas. The worst affected areas are in the relocated and evacuated capital Plymouth, where volcanic debris in Fort Ghaut caused the flood waters to overflow the banks resulting in damaged roads, wall houses and public buildings. One house was totally washed away. Over the past week the top of Galways Wall has altered significantly with a deep slot having been cut through the top of the wall along the lines of weakness. Material from the pre-September dome has now fallen through this slot and forms a gray deposit lying on top of previous rockfalls. The new extrusion on the dome was spotted by scientists during the few periods of visibility this week. It has extended further down the slope and has a blocky front. They also noticed that more material has fallen from the face to the base of the dome.The southeastern face of the dome is very unstable and is expected to collapse soon. This could cause pyroclastic flows to travel into the Tar River Valley area which has been evacuated for almost a year. However, scientists expect that any such collapse should be gradual although a large collapse cannot be ruled out. An explosive event such as the one of mid September 1996 could result in the event of a major collapse which lasted for several hours.
