Bank  of Montserrat Ltd-15 Years of Service

The Bank Of Montserrat Ltd will be celebrating 15 years of service in the month of May.

A number of activities have been planned to mark this milestone .

These activities commence on the 27th April 03 with the Directors , Management and Staff  attending a Church Service.

Included also is a community Day on Wednesday 30th April 03 when meals will be provided for the elderly; a customer appreciation day on the Friday  2nd May and an award ceremony on the 3rd May 2003 when long standing members of Staff will be honored.

MONLEC NOTICE TO CUSTOMERS

                    RISING ENERGY PRICES

The cost of imported Diesel fuel has been increasing rapidly in recent months.  The prices quoted by our supplier during February 2003 reached EC$6.32, compared with EC$4.24 in February, 2002.  This represents a change of nearly 50% in just 12 months. 

Fuel prices are generally influenced by the suppliers and the international petroleum markets.  It is difficult to confirm that this trend will continue, but it is believed that the spiraling prices are driven by the long cold winter in temperate climates and the threat of war in the Middle East.   

There is very little that MONLEC can do to avoid the escalation in the price of diesel that is used for generating electricity.  However, we hope that by alerting customers of the new fuel price to be factored into the Fuel Surcharge in March, you will be able to give careful attention to the safe and wise use of energy.

Postgraduate Scholarship 

Applications are invited for the award of the following Postgraduate Scholarships for the 2003 – 2004 academic year:

 EU/ CARICOM Postgraduate Scholarships

These scholarship are being awarded to allow eligible persons to be trained at Master level as part of the regional initiative aimed at strengthening the institutional response to HIV/AIDS/STI in the Caribbean. Recipients will be expected to pursue training in fields relevant to HIV/AIDS/STI prevention and control. Preferred disciplines include Behavioural Sciences, Health Economics, Health Promotion, Immunology, Media and Communication, Microbiology, Molecular Biology, and Public Health. Applications from the Humanities and Education will also be welcome.

Eligible persons should be accepted in their proposed course of study.

These scholarships are available at any campus of the University of The West Indies and will be awarded EITHER for a maximum period of one year of full time study OR for maximum period two years of part-time study.

The award will cover the cost of tuition and miscellaneous registration expenses, and U.S.$1,500 towards the purchase of books.

The goal of the airport facility is to enhance opportunities for the economic and social regeneration of Montserrat, through the provision of fixed wing air access.  The Government of Montserrat shall therefore require certain lands in the area of Gerald’s for the public purpose of establishing the airport and for which it is prepared to pay an acquisition cost.

The Physical Planning Unit in the Ministry of Agriculture, Lands, Housing and the Environment has confirmed the number of registered privately owned lands, which shall be affected by the project.

The Montserrat National Trust

               The Montserrat National Trust has been a part of the Montserrat way of life for over 30 years.  Its mission to preserve the past, protect the present and enrich the future speaks of an untiring commitment to generations of Montserratians, present and past, whether at home or in distant lands.  This people centred orientation is the reason why the Trust thinks this is a good time to touch base with its many friends, members and potential members, in a show of solidarity, to explain how this Non-Governmental organisation has survived from modest beginnings in 1969, grappled with the ravages of an erupting volcano and now has repositioned itself through a stalwart revival effort to be able to face the uncertain future with great resolve.

               The first of a three-part series, which appears below, goes under the caption: “The Montserrat National Trust, A Historical Perspective”.

               The Montserrat National Trust was incorporated by ordinance No. 11 of 1969 and assented to by Administrator D.R. Gibbs on 1st, February 1970.  The Formation Committee was:

               Mr. Kelsick has remained a member of the Trust throughout its existence, and functions as the Legal adviser to the Council.  His long unbroken service places him in he category of Benefactor Member, alongside a short list of distinguished persons whose contributions to the Trust have been of special significance.

               The main objectives of the “Trust” are as follows:

(a)     To conserve and enhance the beauty of Montserrat;

(b)     To preserve and rehabilitate historical sites, including but not limited to buildings, monuments, documents, chattels etc;

(c)     To preserve the fauna and flora of Montserrat;

(d)     Making the public aware of the value and beauty of the island’s heritage;

(e)     To attract funds by means of subscriptions, donations, bequests and grants for the effective pursuit of its objectives.

 From its inception, the Trust has relied essentially on volunteer workers to execute its mandate.  Many of the volunteers have been expatriate residents, some of whom have given extensively and generously of their time and resources towards the growth and expansion of the Trust.  Indeed the harmony, which pervades between locals and expats working together for the good of the organisation, has been the foundation on which the Trust proudly stands.  The need for volunteers has not diminished over the years.

In examining the history of the Trust, there are many very significant achievements realised from very limited resources which deserve to be mentioned with a degree of pride, if for no other reason then the sentimental attachment, knowing they have all fallen casualty to the volcano.  Here we recall the following:

(1)    The Museum in the Sugar Mill at Richmond Hill

(6)    The creation of the Bird Sanctuary at Fox’s Bay

(7)    Promoting the Galways Soufriere and the Great Alps waterfall as tourist attractions.

 The administrative authority of the Trust resides with the Executive Council, all of whom volunteer their time free of cost.  The members are:

Mrs. Francis has been President since 1993, and members who support her have between them several years of experience with the local environment and the Trust in particular. The Council is voted in by the general membership at the Annual General Meetings.

               The rules of the Trust make provision for four categories of members, namely, Honorary, Benefactors, Life and Annual.  You can be an Annual member by way of a simple application process and payment of a very small subscription.  The qualification is just to be someone who loves Montserrat and its history, with an interest in a healthy and wholesome environment.

               The Council appoints subcommittees from amongst its membership to assist management to carry forward its mandate in areas of special focus. For example, the Environmental and Education committee over the years has played a special role to assist the wider public to be aware of their part in preserving and keeping the environment clean and beautiful.  Many persons have joined the Trust because they have a special interest or a talent or skill, which they want to share with their country in place of abode.

               The relationship between the Trust and the Government has always been very cordial and tangibly supportive.  Of special significance, was the enactment of a piece of legislation in 1987 entitled “Preservation of Historic Buildings, Sites and Artifacts”.  The legislation embodies a special provision, which restricts the exploitation of artifacts, and for matters incidental thereto.  Another tangible area of support has been the annual subvention without which the Trust would find it very difficult to survive.  There is provision for a Government representative on the Council.

               So then, why not come and visit the Trust, which is located across the road from the Montserrat Secondary School.  After all, it is all about Montserrat.


SEARCH FOR A MONTSERRAT NATIONAL DRESS

            The St Patrick’s Day Organising Committee, as part of its 2002 activities, announces the launching of a National Dress Search for Montserrat.   The search will culminate in a competition, aimed at establishing a definitive National Dress as a national symbol, and for cultural distinction of our men and women.  

All Montserrat nationals are invited to submit designs for a Montserrat National Dress.  The designs should reflect our African, Irish and Caribbean heritage, Montserrat past and present, and our sense of distinctiveness in being Montserratian.   Designs should be attractive, and suitable for wear by persons of all ages and sizes.   

A designer may submit up to three (3) designs – these can be  for  either male or female wear, or for both.  All entries must be accompanied by a written design statement explaining the reasons for the design and colours chosen.   Designers may submit: 

EITHER:            a design drawing in colour, showing front and back views of the outfits, 

 OR:                      a small-scale model of the outfits (e.g.  doll-sized). 

All entries must be submitted by 25 October 2002,  to National Dress Search,  Department of Culture,  Office of the Chief Minister, Government Headquarters, Brades,  Montserrat.   Each entry should clearly state the designer’s name, address, telephone number, (and email address,  if available). 

A panel of judges will determine the winners in a cultural show scheduled to be held in late December 2002.
